Duties & Responsibilities
M&E / Building Services
• Manage the operation, maintenance, and performance of Mechanical & Electrical (M&E) systems, including ACMV, electrical, plumbing and sanitary, fire protection, and other building services.
• Plan and supervise preventive and corrective maintenance programs to ensure system reliability and minimal downtime.
• Conduct inspections, troubleshooting of M&E systems.
• Review technical drawings, maintenance records, method statements, and contractor submissions.
• Ensure compliance with statutory requirements, safety regulations, and company policies.
• Support upgrading, replacement, and improvement projects for building systems.
• Monitor energy consumption and recommend initiatives to improve operational efficiency and sustainability.
Facilities Management
• Oversee daily facilities management operations to ensure a safe, functional, and well-maintained environment.
• Manage maintenance schedules, asset registers, and lifecycle planning for building equipment.
• Coordinate and supervise external service providers, ensuring compliance with service level agreements (SLAs) and key performance indicators (KPIs).
• Develop and implement preventive maintenance strategies and operational procedures.
• Prepare maintenance reports, budgets, and performance analyses.
Soft Services Management
• Manage soft service contracts including:
• Cleaning and housekeeping
• Landscaping
• Pest control
• Waste management
• Security services
• Monitor contractor performance to ensure service quality.
• Address tenant or client feedback and resolve operational issues promptly.
• Ensure contractors comply with workplace safety, environmental, and regulatory requirements.
Fire Safety Management (Fire Safety Manager - FSM)
• Perform the duties of the appointed Fire Safety Manager in accordance with applicable fire safety regulations.
• Develop, implement, and maintain the Fire Emergency Plan and Emergency Response Procedures.
• Conduct regular fire safety inspections and ensure all fire protection systems remain operational and compliant.
• Organise and coordinate fire drills, emergency evacuation exercises, and fire safety awareness programmes.
• Liaise with relevant authorities, fire consultants, insurers, and service providers on fire safety matters.
• Ensure statutory inspections, testing, certification, and maintenance of fire protection systems are completed on schedule.
• Maintain fire safety records, permits, certificates, and documentation for audits and regulatory inspections.
• Investigate fire safety incidents and recommend corrective and preventive actions.
• Ensure contractors comply with fire safety requirements during maintenance and project works
Skills & Experience
• Diploma in Mechanical Engineering, Building Services Engineering, Facilities Management, or a related discipline. (5 years experience)
• Experience in M&E building services, ACMV systems, and facilities management.
• Knowledge of building maintenance practices, asset management, and contractor management.
• Experience managing both hard services (M&E systems) and soft services.
• Familiarity with statutory regulations, workplace safety requirements, and facilities management best practices.
• Proficiency in Microsoft Office and AutoCAD; experience with BIM, CMMS, or CAFM systems is an advantage.
• Strong organizational, analytical, and problem-solving skills.
• Excellent communication and stakeholder management abilities.
• Certified Fire Safety Manager (FSM) is a must
