Duties & Responsibilities

  • Bid Qualification and Tender Analysis: Review IFM tender documents in detail to identify the service scope, asset coverage, manpower requirements, performance standards, service levels, key performance indicators, statutory and contractual obligations, pricing schedules, submission instructions, evaluation criteria, risks and dependencies.
  • IFM Solution and Bid Strategy: Lead cross-functional teams in developing an integrated, outcome-based delivery model covering hard services, soft services, specialist systems, lifecycle maintenance, helpdesk, manpower, technology enablement, sustainability initiatives and mobilisation.
  • Vendor and Specialist Quotation Management: Lead the request-for-quotation process for OEMs, specialist contractors and service partners, ensuring complete coverage of the tender requirements and a clear basis for commercial comparison.
  • Commercial Development and Costing: Own the development and validation of bid cost models covering manpower, equipment, consumables, subcontracted services, planned and reactive maintenance, mobilisation, contingency, overheads and lifecycle costs.
  • Negotiation and Contract Alignment: Negotiate scope, rates, service levels, payment terms, warranties, liabilities and performance commitments with vendors.
  • Bid Governance and Leadership: Establish the bid workplan, roles, governance cadence and decision milestones for assigned workstreams. Manage bid inputs, clarification logs, compliance matrices, approval workflows, submission schedules and version control. Guide team members, resolve cross-functional issues and ensure all vendor and commercial submissions meet client requirements, corporate governance standards and applicable Singapore regulatory expectations.
  • Proposal Development: Prepare clear and persuasive technical and commercial content, including sourcing strategies, vendor management plans, mobilisation approaches, service delivery narratives, innovation proposals, risk mitigation measures and value-for-money justifications.
  • Stakeholder and Team Leadership: Lead coordination across bid management, operations, procurement, finance, legal, human resources, technology, sustainability and health and safety teams. Build alignment on the solution, commercial assumptions, risks and commitments; influence senior stakeholders; and coach team members to deliver a coherent IFM proposal within demanding timelines.
  • Vendor Ecosystem and Market Intelligence: Develop and maintain a qualified network of OEMs, specialist contractors and service partners. Keep an updated repository of capabilities, accreditations, pricing benchmarks, innovation offerings, capacity and performance history to support future bids.
  • Risk, Clarification and Due Diligence: Lead vendor due diligence and support tender clarifications, site surveys and solution workshops. Identify commercial, operational, supply-chain and mobilisation risks, assign mitigation actions and escalate material issues for decision.
  • Client Engagement and Negotiation: Represent the bid workstream in client presentations, tender interviews, clarification meetings, best-and-final-offer exercises and contract negotiations. Communicate the proposed operating model, commercial position, vendor strategy and delivery commitments with confidence and accuracy.
  • Post-Award Handover and Mobilisation: Ensure a structured handover of committed scope, pricing, assumptions, risks and vendor agreements to the mobilisation and operations teams. Support final subcontract awards and closure of outstanding commercial actions.
