Duties & Responsibilities

  • Centre Command and Governance: Lead the Security Training Centre, translate IST strategy and approved policies into operating plans, establish clear command and reporting arrangements, and maintain disciplined, safe and audit-ready operations.
  • Training Planning and Delivery: Approve and oversee annual, monthly and weekly training plans; ensure sufficient trainers, facilities, weapons, equipment, learning materials and administrative support; and deliver approved basic, advanced, continuation and recertification programmes to schedule.
  • Regulatory Compliance and Training Safety: Ensure full compliance with Police, licensing, accreditation, weapons, range, workplace safety, security and internal governance requirements; maintain required records; investigate irregularities; and implement timely corrective and preventive actions.
  • Training Quality and Assessment Integrity: Monitor lesson delivery, practical exercises and assessments; conduct observations, spot checks and inspections; moderate assessment outcomes; review learner and operational feedback; and drive continuous improvement in curriculum, delivery and evaluation.
  • Trainer Capability and Performance: Lead, deploy, coach and assess trainers and support staff; maintain trainer currency and certification; conduct performance reviews; identify development needs; and build a professional, accountable and future-ready training team.
  • Learner Welfare, Discipline and Administration: Ensure trainees receive timely briefings, meals, uniforms, accoutrements, accommodation and other logistical support; enforce orders and standards; manage welfare and disciplinary cases fairly; and ensure accurate pre-course, in-course and post-course administration.
  • Resource, Facility and Business Continuity Management: Maintain the readiness, security and serviceability of classrooms, barracks, ranges, simulation environments, training aids and digital systems; optimise utilisation and expenditure; and maintain contingency arrangements for training disruptions or emergencies.
  • Stakeholder and Partner Management: Engage operational leaders, Commander’s Office, Police and regulators, accreditation bodies and external partners to align training demand, standards, capacity, certification timelines and improvement priorities.
  • Curriculum and Learning Innovation: Work with curriculum and instructional design teams to create, review and update programmes based on operational lessons, regulatory changes, risk trends and learner performance; champion blended, simulation-based and data-informed learning.
  • Reporting and Continuous Improvement: Provide accurate management reports on throughput, attendance, completion, competency, incidents, audit findings, trainer performance, utilisation and budget; identify risks and trends; and implement measurable improvement plans.

Skills & Experience

  • Diploma or degree in Education and Training, Security Studies, Business Administration, Organisational Development or a related discipline.
  • Relevant command, operational, weapons, safety or regulatory certifications required for the assigned training portfolio.
  • Demonstrated experience in security, auxiliary police, uniformed services, public safety, or other highly regulated environments, with a minimum of 3 years in supervisory, training, leadership, or command positions.
  • Demonstrated experience in training, operations, learner discipline and welfare, competency-based assessment, curriculum implementation and quality assurance.
  • Experience engaging Police, regulators, accreditation bodies and senior operational stakeholders is preferred.
  • Strong command leadership, people management, coaching and conflict-resolution skills.
  • Sound understanding of adult learning, scenario-based instruction, assessment integrity and training evaluation.
  • Knowledge of APO and security training standards, weapon and range safety, operational readiness, incident management and regulatory compliance.
  • Strong planning, resource management, written communication, stakeholder engagement and data-analysis capabilities.
  • Working knowledge of learning management systems, simulation technologies and digital learning tools.
